Do Tamiya powders respond well to clearcoats?

Tamiya Weathering Master sets have a waxy, slightly adhesive base, so they are a little more durable than pastels/powders/pigments alone.

You can apply and then clear coat, but similarly to pastels/powders/pigments, you will lose some of the effect.

However, you can apply them after clearcoating and they will stay put just fine, provided you don't handle the model too much.
