Hi JMorgan, I use this mix to fill gaps and cement parts together. Usually in spots that wont be seen later. But when I do I primer seal with lacquer systems, I haven't had any problems.

I've seen weird reactions with both enamel and acrylic systems in the finish of my models. This undesired reaction is from the baking soda and not the CA.

No I haven't found any difference when the paint is applied after filling than any other putty/filer

Does this technique of using this mix to fill seams affect the finish when painted?
