Enamel wash / panel liner cause frosting of varnish coat?

Hi there,

I noticed recently that enamel wash causes white spots on my varnish coat (is it so called frosting?). I think this isn't supposed to happen. My steps are:

- primer

- base color

- varnish (flat clear)

- applying enamel wash

- waiting ~1 minute

- washing off with a brush / cotton bud

Do I miss here something?

Take a look at my experiments:

Should these white spots be there?
