I can't claim that my approach is the "right way", but it has made details like this easier. A curved bend this tight calls for a bit of annealing to release the spring tension in the PE metal. I use a bit of brass rod to form the loop/ring - clamping the rod to keep both hands free really helps. Normally, I can get a nice ring shape by bending the PE over the rod. If I need to slide it through a loop on the piece, the rod makes it easier to avoid losing the part to the carpet monster. Once I'm satisfied that everything is good to go, I slide the piece off and install it on the hose. For the Detail Master set, I want to say that the instructions have you fold the piece and add a bit of stretched sprue or styrene rod to simulate the fastener, but my memory may be off there. HTH
