What Tojo said... paint them before popping them on your tank.

This is Tamiya's Semovente,similar roadwheel situation,this is how I handled them on both kits

I painted the wheels off the tank and then just popped them in.

my dilemm is Priming and Painting

Have Tamiya Easy Eight.  If I secure the Return Rollers and wheels with the suspension to the model and then Prime, base coat then paint the wheels black seems like a pain.

Should I prime and paint the wheels, suspension, etc while there off the model or secure them to the model and then muddle through trying to air brush the wheels then paint the tires black

Splatter, Clog, Clean Nozzle, Repeat!
