Is it the fog from CA, or do you actually have glue itself on transparent area?  There are CA softening materials available that will remove the glue, but it will leave the fogging.  But removing the bulk of the glue will make sanding and polishing easier.  And a bit of future or clearcoat will help reducenthe last bit of polishing.

Nail polish remover (I believe acetone is the key ingredient), will rejuvenate the CA somewhat into a gooey consistency.  As Don states, it will likely mar the plastic surface, but buffing it out with successive finer grit sand paper should do it.
