Plastic cement will not work on metal, resin or vinyl parts, as it works by softening the plastic and than hardening it again after the softened plastic from both gluejoint sides have become "mixed".

Use a 2-part epoxy glue or CA/Super-glue.

Plastic cement works by "welding" two parts together. It'll slightly melt the plastic and join the two (just like real welding). So it definitely won't work on metal photo-etch parts or resin, because it is designed to weld plastics.

To attach PE parts try using either CA (super) glue, an epoxy or a white glue (even wood glue will work). For a strong join, I use CA. But if I will have to move the part around, to get it in position, I'll use white glue.

hope this helps.
