pastel chalks?

I am trying to decide whether to buy paint colors for weathering or soft pastel chalk instead. First off what can be used to grind up the chalk stick. Second, can you mix the powder to change the color or do you have to make a wash to get the colors to mix. Any advice would be greatly appreciated. I have a local art supply store that carries the soft pastels, anything else I would have to order online.

rub the stick on a piece of fine sand paper. you can mix colors.

make sure they aren't oil pastels

I have used sandpaper and found that a lot of chalk gets wasted as it is stuck on the paper. When I use chalks now, I just shave the chalk with my knife and get a good pile going.
