what is the most effective way of washing recessed panel lines and leaving the wash only in the line and nowhere else?

Also, how do I pop out raised detail in places like wheel wells?

Use a very narrow brush for the recessed lines and a q-tip to clean up any wash that spills onto the panels.

kaleu hit it on the nose.

For the wheel wells, wash around the details for "shadow", then drybrush the raised details to make them really stand out.
