That's the one of the purposes of the clear cote finish ... adds some protection from thinners. If you use acrylics, not too much worry of damage though.

well if I use an arcylic wash on a arcylic surface, would cleaning up will ruin the paint job?

I'd say yes to the application of a clear coat.
As far as part 2 of your question, why not used thinned acrylics ?

I paint with arcylics, is it a good idea to apply a arcylic clear coat, then use thinned enamal for panal lines? Also, will enamal thinner affect a arcylic surface?
