I think I know what you're asking, can you stick, say, a backpack or ration box or whatever onto an already painted surface.
Simple, whatever you stick on will hide that surface, so just scrape a little of the paint off and you have plastic to stick to plastic.
C A will stick to a painted surface, but it'll be a weak joint 'cos it's only stuck to the paint, so it depends how well you've rubbed down/primed etc.
