PE intrument panel

I#8217;m building Tamiya#8217;s 1/48 Spitfire M1a. I bought a detail set and it includes a cockpit set and to be gentle, poor instructions. The instrument panel consists of two pieces. A piece of photo-film dials, and a piece of PE. The piece of photo-film dials goes on the back of the PE after it#8217;s been painted, but then what. Do I have to sand down the instrument panel from the model and the glue the PE and film to it or what ?? Thanks for any assistance.

Paint the plastic panel white after sanding so the needels in the gauges stand out. or you could use white plastic card stock and skip the plastic panel, depends on the cockpit layout, who manufactured the model etc.
