See the June 2008 issue of FSM for comparison of compressors. The Paasche D200R is good for most AB and can provide 0.7 CFM at 25 psi.
At slightly higher price range and within your budget, I like the Paasche DA400R. It provide 1.2 CFM at 45 psi. It will give more flexibility on the choice of airbrush and paint type in the long run.

I have the D400. The noise is a low 59dBA. It is not the super quiet type (<40 dBA), but quiet enough to carry a normal conversation next to it without having to raise the voice. See my other post about the compressor noise.
