As long as there is no plastic parts already installed, I would simply go to my hardware/lumberyard/home improvement center and get a quart of paint stripper and a couple of very cheap 1" paint brushes. Then (suitably protected of course - rubber gloves, resporator and eye protection), I'd simply apply a heavy coat of stripper. After 1/2 hr or so the paint should be loose - wipe it off with old rags, wash in warm water and if necessary, apply a second coats to those areas where the paint didn't release. When stripped, lightly sand w/600 wet/dry sand paper, wash again and paint when dry.
