shiny spots when spraying Future

I am sure they'll disappear under the flat coat, but what causes pin head size shiny spots when you spray Future?

I get them when I spray it unthinned as a base for decals and weathering, and when using 3:1 Future : Alcohol mix.

I'm using "Pledge with Future Shine".
