Spray can over spray

I recently used Model Master Blue Angel Blue straight from the spray can and I have small sections where too much paint built up. What is the best way to either sand the spots down and re spray or can I use paint thinner to take the paint off and then re spray. I hate to use sandpaper because that will get rid of panel lines and detail. I read about modelers who "buff out" the sections but I don't know what media they use. The finish looks good except for the spots that were over sprayed and ran.

Wet sand with a polishing stick. Couple cups of water and one drop of dish soap. Rinse well when done.
