"Roll up" is a term which relates to Tamiya acrylics in particular.

When brush painting with Tamiya acrylics, they start to dry super-fast. If you brush over a partially dry area, it may pull up the previously applied paint in big ugly lumps.

The wet paint does not re-dissolve the partially dry and these lumps just push around, hence the term.
