Its acrylic, like others have already said, and it is solvent based.
Lately I have been switching over to Mr.Color. You can thin it with regular lacquer thinner. I bought the large 1 gal container of lacquer thinner from Home Depot for something like $15. It will last a loooong time.

Regular lacquer thinner will work, but for best results use Mr Color Thinner or Mr Color Leveling Thinner (added retarder for better & easier application). Tamiya lacquer thinners apparently work quite well with Mr Color as well.
I believe that regular lacquer thinner is a bit on the harsh side for Mr Color, although it does work it can cause "stringing" problems (like spraying cob-webs), but it's perfect for clean up.

Aqueous Hobby Color or Mr. Hobby as it's sometimes called is their regular acrylic paint.
lacquer based acrylic i believe.
Title pretty much says it all, wondering if Mr. Hobby's line of Mr. Color is enamel or Acrylic. It smells like neither to me!
