Tried Vallejo Surface Primer?

Just bought a 60ml of Vallejo RAL 7028 Dunkelgelb "Arcrylic-Polyurethane Surface Primer." There are a couple of other colors too. Looks like regular paint to me. Is there anything special about this brew?
