 What am I doing wrong.

 I use  Model Master clear flat  acrylic but my finish comes out

more like semi gloss.  Im sure I mix it enough

MM acrylic should be dead flat, thats what I normally use. Yes, make sure you stir it well, and you might have a bad bottle. Wouldn't hurt to buy a new one. I thin mine with MM acrylic thinner blue bottle.

In general, you can make either matt or gloss paint come out semi-gloss with technique. If you put down matt paint very thick, it can look semi-matt. If you put down gloss paint very light and dry it likewise will look semi-matt (or semi-gloss- half full or half empty).  For a good matt finish, put down several thin/dry coats rather than one thick coat. 

Testors clear Dullcoat has been the exception, for me.  I am not that familiar with the acrylic clear coat, however, but try putting that down in several light/dry coats like you would for the color coats.
