i read in the posts that my badger 155 is capable of spraying fine lines , can i only get fine lines by using a regulator? if so i;ll have to buy one.

How fine a line do you want to spray? Which compressor do you use for airbrushing?

The Badger 155 has a relative large nozzle of 0.76 mm and a dual slope needle. It is not designed for ultra fine lines. Don Wheeler has some suggestion on doing finer work at his 155 page. But you may need a Renegade or Krome to do really fine free hand work.

If your compressor does not come with a regulator, it may be too low powered to be compatible with one. If not, yes, it will benefit from a regulator and gives you better control of your airbrushing.

To draw finer lines, you need very thin paint, use low pressure at the 15-20 psi range and spray close to the model.

I recommend a regulator for numerous reasons. And I would suggest that you get one with a built in water trap as well.
