Go with Flat paints, as by that pointy in the war, most all Allied aircraft markings were in flat/matte colors. Paint the white first then mask off to paint the black. It is always easier to paint lighter to darker.

"Invasion stripes" on single-engined aircraft were 18 inches in width. Converted down to 1/72 scale, this is approximately 6.3mm. If "close enough" is ok, Tamiya's 6mm tape should fit the bill nicely.

First time I'm gonna try to paint them.

The plane in question has the stripes on the bottom of the wing only, so I am wondering which color would I paint first, and how wide would I make the stripes 2 millimeters maybe?.

Also would they be flat or semi gloss or gloss.
