What does needle / nozzle size actually refer to?

I've spent an hour googling and found nothing. My best guess would be the smallest ID (internal diameter) of the nozzle taper (hole) at it's business end?

Have a feeling this has been answered repeatedly over the years, but my forum searches are turning up nothing as well.

You got it Greg. its the inner diam. of the nozzle hole at the tip.
