Whenever i paint lacquer over another lacquer layer, i notice these little "dots" of the basecoat appear in some isolated areas after it's dried. This happens with tamiya primer, spray cans and alclad lacquer paint. Why does that happen? Is a second coat always needed to completely cover the basecoat?
