In this case I gotta go with good ole soap and water.

Testors plastic prep. Safe for all surfaces, but if you use too much or wipe it on too hard it will start to damage the paint.

Thank you Don. You've always answered all of my questions here. After 4 months of frustration, my model is nearly completed! The paint starts chipping off around the edges from handling too much. I really need to clear coat this asap.

Mild detergent and water are always a good bet.  Try a little hand soap with water.  For enamels and real lacquer, isopropyl alcohol is okay, but the later may affect some acrylic lacquers.

What to use for cleaning painted surface?

What is safe to use to clean without fearing paint will strip off? The model was painted with a combination of enamel and lacquer paints. I need to clean the surface which has a lot of dust and other debris stuck to the paint and will not wipe off with just a cloth. I need to make sure the surface is very clean before I apply for a clear coat. Thanks
