Touch-Up lacquer Paint, Gloss

Up to now I had build mostly military kits. I decided to try a car. I used Tamiya can spray (TS-8 Red) and it came out nice. After I polished the body I noticed that I had some areas at the bottom that needed to be touched up. I was wondering if I need to repaint the entire section or can I mask around and paint only the area I need to. I was afraid of color differences? Also since I polished everything do I need to scuff up the area with 1000 paper before painting? I was afraid the polished surface would prevent the new coat from adhering.
