Sounds like a reasonable explanation, except I did manage to fix the problem by coating over the Krylon with Rustoleum. Thank God, because it would have been miserable to sand and fix.

There is a possibility this is blushing.  I think Krylon may be lacquer based. Sometimes in very high humidity lacquer evaporates so fast it cools the paint surface so fast that water vapor in the air condenses on the paint surface.  It then turns white.  So one must take care spraying lacquers when humidity is very high.

I have never found a way to fix blushes- just sand off and recoat.

So, I bought a can of Krylon low odor clear matte finish and tried it for the first time today. After shaking the can for a minute and a half, I applied it to a clean, dry model. When it dried, the model had white streaks on it. The first thing I tried was removing them with some alcohol on a q-tip. They disappeared-- until the alcohol dried, then they came back. I remembered reading somewhere that a second coat of some other, more reliable clear coat might work. Tried that with Rustoleum clear matte and the streaks disappeared , never to return. The question is, what caused these marks in the first place? The marks were sort of in the vicinity of decals (but not directly around them). I had applied the decals using Micro Set/Sol. But the model was dry. It's a puzzle to me, but I figure somebody here might have some ideas.
