I cannot remove Testors acrylic wash

Maybe so. Next time I'll give the model a coat of clear gloss before using the Testor's wash.

Most of the times when it's dry and somewhat dry with zero problems. Of course, I always stir the detail wash first before applying to the kit. :) I use water - not acrylic thinner.

I'm thinking maybe the Metalizer Sealer has some reaction to it.

Did you remove it while it was still wet?  

I've used Model Master's Black Detail Wash with much success and no problems whatsoever.

Don't use Testor's acrylic paints for this reason. They dry way too fast, and don't blend/work in. Luckily the windex didn't attack the other paint on your model. Use tube acrylic craft paints, such as Grumbacher, or even better use oil paints. ...Or any pre mixed washes such as MIg or AK/Flory's washes.

Okay, I solved the problem. Even though the instructions on the bottle state that the wash needs to dry before removal, the trick is  to remove the wash with a folded paper towel dampened with acrylic thinner before it dries.
