What is best practice for sanding a finished surface?

I'm new to modeling, and I painted my model with white primer, white base, and white top coat. Then I masked for some black, but got a little overspray on the white.

I sanded with 1000 grit dry, but can still see a "shadow." "TheDoog" suggested I sand and apply primer first, instead of just covering with topcoat. Makes sense.

Any other things I can consider?

Try sanding some more, with finer paper.  The finer the paper you use, the better control of how much you take off.  If you did not let the top white coat dry well enough, the black may possibly have diffused somewhat into the white. I that case you will indeed have to remask and paint.
