Can paint for polycarbonate be used on regular styrene plastic?

If the paint is intended for r/c cars, then probably not. It's too hot for the plastic.

In the case of Tamiya's bottled PC paint, actually they're not too hot for styrene. They're water soluble, like the regular acrylics.

There is only a limited colour range, most of which can be found in the regular acrylic range.

They differ in being more latex-based and much thicker than the regular paints, as they need to flex with the PC body shells when the body takes a hit. Because they are meant to be applied to the inside of the shell, the shell itself imparts the gloss to the finish. The finish on the paint itself is a dull eggshell.  

The PC spray paints could well be hotter than the regular Tamiya spray cans, which are already quite hot in themselves. Again, they dry to an eggshell-like finish.

Personally, I wouldn't use PC paints of any description on styrene.
