Fine wet or dry sandpaper- sand out and recoat.  You are very lucky if you can ever do a finish without doing this step several times.  Be sure to wash the area after sanding to get all the sanding dust off the model before you add the next coat of paint.  I find #600 a good grit to try for a start.

I was painitng my Aoshima Knight Rider last night using tamiya black spray cans.  After letting it set, I cam back to see some bubbles on the left side and some uneven potions on quarter panels....UGH!  Any ideas how to sand and salvage is greatly appreciated.
