Is there a maximum time after you apply your second coat over the base coat covered in hairspray to the time you start to chip and scratch process.
I have applied a base coat (rust) on a truck bed, apply the hairspray, wait for it to dry, then apply the color on the truck bed (perhaps 1 -2 weeks later - making time for modeling in my schedule), and then start the scratch process maybe about 3 -4 weeks after that.
Would there be any issues in getting the water to affect the scratch process on the truck bed?
I hope you understand what I am trying to describe.

In Canada hwy speed is measured by number of moose tracks per hockey goal.
If you wait that long then the acrylic paint will cure and you will have one heck of a time trying to activate the hair spray.
One time I waited an hour or two after spraying Tamiya acrylic paint and it was tough to activate the hair spray.
Start your chipping/distressing as soon as the acrylic paint is dry to the touch.
Too many models to build, not enough time in a lifetime!!

I find that as soon as possible after it is dry, 1-2 hours is potimum. You could speed the drying with a hairdryer and the do it immediately. Don't want or it will not work very well.
