What, if anything, is the difference between "Primer" and "Fine Surface Primer"?

Primer is the generic term.  Fine surface primer is a marketing term.

Primer is the generic term.  Fine surface primer is a marketing term.  

 

I agree, though there may be an emphasis on adhesion rather than filling.  Some primers have a thick body, so that the primer can also fill sanding scratches. It is possible the mfg is saying, this primer is more for adhesion, and less for filling scratches and flaws.
