There is no set rules on what should be done first - assembly, paint, etc... That is for you to figure out what works best for YOU. Everyone has their own way of painting and assembling parts.
Interior and exterior are the same way. Of course, you want to paint the main auto body before gluing the windshield to the body. It's not rocket science...
