I go overs my model with a rattle can clear gloss pryer to decals as is suggested. Why is it that on almost every model certain sections will dry glossy and the majority ends up like dull coat? Even a second coat does not improve the results.

I'm maybe a foot away. Afraid to get much closer for fear of runs I guess.
Maybe you can try warming the rattle can in some warm, not hot, water right before you spray.

Depending which gloss you use a foot may well be too far away. Do some test shoots to see the limits, sometimes it's 6" or less. Also speed of the pass matters. Lacquers in particular but not just lacquers can basically be half dry when it hits the surface making it rough if you spray too far back.....
That's probably what's happening. It's enamel because I was afraid to spray laquer over enamal base color. I can see one spot where it did pool a bit that is glossy. That's probably another pitfall of using rattle cans. Getting close but not being able to alter the volumne that's flying out.
Move in closer pick up the speed of the pass as needed, keep it moving. You gotta get a feel for it is all. You can do a lot of nice work with rattle cans actually, especially for overall finish. Not so much fine detail obviously.
