Actually, I think what is trying to say is that the order of paint on top of each other matters. It's OK to paint acrylics over enamels or laquers, and OK to paint enamels over laquers because they won't attack the underlying layer of paint. Painting laquer over acrylic or enamel can cause the acrylic or enamel to be dissolved. Likewise for enamel over acrylic.
I have had several people mention to me that they have painted enamel over acrylic without any problems. I haven't dried it myself, so I'm just repeating what I've been told.
