Are Filters just thinned Washes?

I routinely use washes to highlight recessed areas and panel lines.  I either make my own washes or sometimes used Tamiya panel line products.  I've never used any filters.  I know washes are paint that is thinned a lot.  Are filters just washes that are thinned even more?  I don't want to buy bottle after bottle of filters...I'd prefer to just make my own.  So, are filters just super thinned washes or something different? 

Also, if your base coat is acrylic and your filter is also acrylic, do you have to lay down a protection coat of something (future, some non-acrylic clear gloss coat) over the base coat before applying a wash?

Yes they are just a thinned wash.

You'll want to use a barrier coat if you plan to do any smudging or wiping off of the wash.

 Modeling is an excuse to buy books.
