Brush painting

I don't, as yet airbrush, but I am having a problem. Using Tamiya paint - I clean each part of my model - but I find that the paint, especially whites and yellows don't cover. They require 3+ coats and are often uneven. I am currently building the 1/350 Tamiya USS Enterprise. The flight deck require white painted stripes - any thoughts, ideas, and suggestions will be greatly appreciated.
