Don't drink it, don't breathe it!
The Pigments are acrylic, the carrier is alcohol/IPA/ish based.
But you should be good on VOC's for brush painting.
Having said that, you will definately need a retarder, for the reasons already given, to brush paint.
IF you have an issue reacting to the paint, or thinner/cleaner, THEN take precautions, open window/air extraction, etc.
You are more likely to have issues if you use IPA/cellulose/lacquer for cleaning/spraying so I 'always/should' use a good quality 3M mask & VOC filters.
Don't forget you are likely to get the thinners on your hands when cleaning up, so consider using painters' rubber/vinyl gloves.
I have contact dermatitis from using gloves too long, but a lot less than from contact with IPA/Lacquer/paint!
