I've used Vallejo's acrylic matt varnish 70.520 as my standard matt topcoat for virtually as long as it's been around, and never had the problem you describe. Basecoats are Tamiya acrylics with occasional dashes of the old Testors 'square bottle' enamels, works equally well over both.

Sorry, can't say.  I've only ever used DullCote as my matte coat.

Hey, I've been having issues with the new brands of acrylic top coats I've been using recently. I used to use testors acrylic top coats but since they have stopped making them I've been shopping around for a new brand. Currently I'm using AK's top coats. I'm not having any problems with their gloss coat. It goes on and stays on and I've found it to be pretty tough. but their Matt coat keeps peeling off around the edges everytime I handle a piece. I've had slightly better luck with Vallejo's 28.518 perminent matt coat but it still ocassionally peels around the edges when parts are handled. Am I doing somthing wrong? I never had this problem testor's top coats.
