According to this link:
http://www.ipmsstockholm.org/colorcharts/stuff_eng_colorcharts_fs.htm
Willow Green is FS34187 but does not show a cross reference for Humbrol, Tamiya, Xtracolor, Polly S, Gunze Sangyo, or Testors / Model Master. You can click the FS number on the link above and get a color sample, but the accuracy will depend on your monitor.

I couldn't find a reference for "True Blue".

True Blue and Willow Green

Can anybody give me a good match for either of these colors, FS or paint brand. How does French blue match? Badly I would think. I found a blue in the Krylon Short Cuts series (I know, cans are heresy to us airbrushers, but for broad areas, a low pressure can works fine). BTW, I also found a great match for the British racing green on my Lotus 25 in this these little Krylon cans. Anyway, Krylon's blue comes close to the Monogram Publishing guide's paint chip, but it's still a little -- what? -- GREEN maybe. And I don't know where to start with willow green. This is for between-the-wars navy fighters.Question [?]
