I would use it straight as it is stronger that way.
Just be sure to wear gloves and eye protection as it is some mean stuff.
You can reuse it also if you want.

Easy-Off, as bstrump mentioned, also works well but not as well as the Castrol.
With Easy-Off you have to keep the parts in an airtight container to work well because the fumes from the Easy-Off are what do the cleaning.

I use Esy Off oven cleaner, the Heavy Duty one not the lemon scented. It works like a charm. It usually does the job in a couple of hours but with your 20 coats , it may take a couple of tries to get it all of. Just spray it on heavy and let it sit. Then rinse with an old toothbrush or the like.

I agree with Scott. The Castrol Super Clean is the best thing to use and it is fairly cheap also.

If it's Tamiya Acrylic or Gunze, straight Windex will disolve it right off.
