I personally believe that it is for all the reasons you have stated. I more often than not use Tamiya primer, either fine white or the normal grey primer. Being lacquer based, it gives a rock solid foundation for any subsequent acrylic paint applied.
As I tend to build a lot of older, more esoteric kits, priming is the only way I can ensure a uniform surface that blends filler and plastic together.
