Make sure it is clean. Wash with mild soap and air dry. Wipe with a soft cloth and then prime with automotive primer. I use flat gray primer. After dry, wipe with cloth again to remove paint dust. It is now ready for you to paint. Apply the paint in small even coats. Do not try to cover it all at once.
For the spinner hub, do not paint. Use very fine emery cloth on that part. It will bring out a shine, looking like the original. How much you polish will determine the amount of shine.
