Painting with tamiya acrylic painting Help

hi everyone i'm new here & to modelling I have just to make a model & have failed on the first hurdle of painting.

now i'm using a tamiya model & tamiya paint but what i dont know is this in the booklet that comes with the model is says this

X-18:3
+X -10:1
+X - 12:1

now i know that the first no.'s are the piant so what is the other, is this for mixing the paint like 3 brush of 1, 1,

The example you showed would mean:
3 parts X-18
1 part X-10
1 part X-12

"Parts" can be drops, ounces, milliliters, whatever units you want to use as long as you use the proportions specified.

X-18, X-10, and X-12 are, as you expected, Tamiya paint numbers.
