I swear by Floquil Reefer White. It will dry flat - let it cure, then apply the gloss of your choice.

actually tamiya gloss white is all i use. I have some models painted 10 years of more ago and are still perfectly white with no yellowing. I always apply over enamel flat white primer to give it better covergae and a "tooth" to hold on to.

Use Floquil reefer white and add some future or another gloss coat over it for the desired sheen.

Here are my top 5 choices for gloss white. In no particular order but Krylon is defintiely 1st. Rattlecans need to be decanted for airbrushing but DO NOT THIN because it will ruin the gloss.

(1) Krylon fusion (rattlecan) - this stuff is awesome comes in gloss and satin
(2) Scalecoat II (rattlecan) - very good paint, nice and thick
(3) Tamiya enamel (rattlecan)
(4) Dupli-color automotive paint (rattlecan)
(5) Floquil reefer white need to add glaze (#110005) because reefer white is not a gloss paint as is.

Floquil Reefer White is supposed to be very good. I haven't tried it because nobody around here carries it, but it is supposed to work quite well.

I'm actuallying using Testrs Flat White Enamel atm, and getting great results.
I bet gloss white Testors would give you good results as well.
