I was using the Chrome silver (non-metallizer type) the other day and found it did fairly similar to what you are talking about. I would give it 3 or 4 days minimum before trying to touch it. The silver on your hand is normal for that type of paint.
For all my NMF finishes on fuselages I use Alclad2 now. Stuff goes on easy and dries very quick. Best of all there is no rub off, and to an extent it can even be masked over etc... Best thing is you can use Future over it with no dulling or change of the finish.

I also would give it a day or two in between coats. If it goes on too thick over still not dried paint I imagine the circumstances would be the same (re: sticky paint)
