can it be brushed on or does it HAVE to be air-brushed

it has to be airbrushed... I've brushed tiny parts that were supposed to be metallic with it, with mixed results (just playing around), but it was evident anything bigger than that would have turned out a mess!

Joe I will concur with Tom on this, it is best to air brush it on.  However if you're looking for a metallic finish that can be brush painted on small parts then have a look at Testors MM Metalizer, it can be brushed on (small parts) without worry.
