You may want to look closely at that. John Snyder of White Ensign Models wrote once that the 14ml tins in which the White Ensign Colourcoats are sold come in under the limit for hazardous materials. The WEM tins are similar to those from Humbrol, Xtracolor, etc.
The 1oz glass bottles in which the Testors paint is sold will likely put you over the hazardous limit. Add to that, the glass bottle itself is heavier than the tin. You are paying to ship the container, not the product.
For a good made in the UK product which should meet many of your paint needs, look into the White Ensign line of Colourcoat paints. They are not just for ships. They cover aircraft and armor too.
