Thanks, I have sanded it down and am ready to mask the bare-metal foil parts and repaint.

Here is the reply I posted to your General Modeling Discussion post:

If it's really orange peel (post a pic, if you can—would really help to diagnose the problem and suggest a cure) you may be able to sand it out and repaint. However, from your description, I suspect that the top coat caused the paint to wrinkle. In that case, the only cure is to strip the paint and redo the paint job.
